San Gabriel Valley Schools: Switch to Charter Districts?

Maybe this is something that should be looked at in some districts in the San Gabriel Valley. We should always look for new ways to improve the quality of education for all the children. Perhaps the old model needs to be changed to bring the education system to the 21st Century.
